I'd like to have the CSM constitution re-written to the effect that the majority vote winner is not automatically appointed Chairman but instead (stand-in chair) with the sole responsibility to handle an initial vote amongst committee members to select its own formal chair from the nine representatives. The CSM documents will need to be revised and changes authorized by CCP if this issue is to pass, since at the moment it is not possible within the rules of the CSM for the Chair to resign position and stand again for the position in the same session.
The reason I'm suggesting this change is that its very possible that the winner of the popular vote will not be best suited for the role of chair in future sessions of the CSM and the council will need the choice to pass over the majority vote winner for a more appropriate candidate if they are so-minded.
If this measure gains appropriate support I'll lobby for the change to be written into the CSM constitution during the Iceland meeting after which (if successfully implemented) I intend to stand down there for an immediate re-vote on Committee chair.
Is there support for this motion?

I agree that the Chairperson should not be voted in simply because he/she had garnered the most votes in the general election.
I stronly affirm the amendment and that the Chairperson should be chosen by those already elected to represent.
Out of curiosity Jade, if the constitution is amended, would you still like to be considered for the role of Chairperson or would you like someone else to take on this responsibility?
Oh if the measure is adopted I'll stand for election for chairman again. I definitely feel I can do a lot for the inaugural CSM session as chair. But I do feel this should be an elected position on the council, and I think its important that we have sa***uards in place to protect the process of the CSM in future against a candidate winning the popular vote who wouldn't be able to function as chair for whatever reason - I've got my eyes on the future here and I really want to leave the CSM process stronger and more certain for whoever is elected next time around.

Is it true that currently you could not stand for committee chair again if you had resigned ?
Thats my read on the CSM document yes. It says if the chair stands down they must be replaced. But in any case, its not my intention simply to stand down and then stand again for some symbolic purpose alone. I would like to see the constitution changed so that in the future we get elected chair for the CSM meetings as a matter of course and guiding principle.

Well it needs to be in public discussion for seven days so it won't be this weekends meeting but yes it can go forward for the next.

This one came up for debate - CCP didn't want to interfere and said it was a matter for the CSM to decide. The CSM itself wasn't keen on writing the principle into the rules/constitution for future CSM's and the general outcome is that any future CSM can pretty much decide for itself how it wants to govern meetings and debates. We did clarify that the documentation will be changed so that Chair's can step down and be revoted if they wish.
At the end of the formal meetings in Iceland I asked for a formal show of hands on whether the CSM reps were happy with me continuing as Chair for the first term and they all said yes.
So thats pretty much the end of that.
Next CSM will have the chair decided on majority vote but there will be some clarifications in the CSM document to clear up the rules and ability to decide these offices.
